Sheila is a proven expert and industry leader in value-based payment models, accountable care strategies, and healthcare policy and regulation. At Navvis, she serves as Senior Vice President of Policy and Payment Models, working with clients to drive growth strategies in the transition to value-based care.

Sheila expertly develops and executes strategies involving health plans, providers, and employers, and has worked extensively with regulators, regulations, and healthcare policy. Prior to joining Navvis, Sheila was CEO of Primary Partners, LLC, where she formed and led the regulatory application process, successfully receiving one of the nation’s first ACOs in 2012. She also led the creation of one of the first commercial ACOs in Florida in 2013. These ACOs have delivered $15 million in shared savings while receiving the highest quality scores.

Prior to working at Primary Partners, Sheila served as ACO Executive Director with a national  population health and ACO company, where she launched her third ACO in 2016. She is well-versed in risk management, client relationship management, process re-engineering, mergers, and operational integrations. For 12 years, she also held leadership roles in the banking industry, with Royal Bank of Scotland and JPMorgan Chase.
