Rachael Foote, MBA

Chief Delivery Officer

Rachael is a healthcare operational expert with over 20 years of experience working with health plans, health systems, hospitals, and providers to advance value-based care strategies within specific markets across the country. She brings deep expertise in market-based population health solutions, partnership development, and enterprise-wide operational alignment, with a proven track record of driving success in value-based contracts and alternative payment models.

As Chief Delivery Officer, Rachael partners with enterprise colleagues and the Navvis market presidents to ensure consistency and excellence in delivery, bridging gaps between markets and the enterprise. She supports the Navvis market presidents in both their strategy and operations while playing a key role in hiring and onboarding new market leaders. Rachael’s role is critical in maintaining operational excellence and consistency as Navvis continues to drive performance and scale operations to meet a growing pipeline.

Throughout her 16-year tenure at Navvis, Rachael has served in a variety of capacities that give her a unique lens on how enterprise and market-based teams can be more effective within the company and on behalf of client partners. She previously served as Market President for Central and West Florida, where she had responsibility for the successful operation of Navvis’ market-based population health solution supporting Medicare, Medicaid, and commercial populations across the state. She continues to provide leadership to the Florida/FMC engagement.

An expert in a range of value-based and alternative payment models, physician alignment strategies, and operational models, Rachael has significant experience creating shared value for health systems and the physician community.

Prior to joining Navvis, Rachael worked for two large health systems, WellStar Health System in Atlanta, and Aurora Health System in Milwaukee. During her tenure, she focused on driving operational quality, productivity, and growth at the service line and system level. Additionally, Rachael worked as a Practice Administrator for an orthopedic practice where her primary responsibilities included strategy planning, operational efficiency, and program development.

Rachael holds undergraduate degrees in sociology and graduate studies in social work from the University of Wisconsin, Madison. She also earned a Master’s of Business Administration from Lakeland College in Plymouth, WI.
